It is 00:30 universal time with world news in VOA special English. I’m Crisbtz Cruz reporting from the VOA World Headquarters in Washington.

President Obama has urged financial companies to support his proposed reforms. The President’s spoke in New York City about the nation’s economic health and future. Mr. Obama blamed the financial crisis on “extreme risk taking and failure’s government supervision”. He said many financial companies now are “misleading signs of recovery and failing to learn from the crisis”. The President is seeking reforms that are expected to make it more difficult for companies to take it extreme financial risks. He says sensible affective rules are important for the small operation of financial markets. He also says financial companies that received government money must now help people who owned homes and small businesses that there are having problems.  

Reports say American forces have carried out an attack in Southern Somalia and killed the Kenyan born Terrorist suspect. Witnesses in the area said soldiers in at least one helicopter fired on the vehicle near the southern town of Barawe. The attacks killed at least two passengers and wounded two others. The reports say American officials took away the body of Saleh Ali Saleh Nabhan who was killed in the attack. He was wanted by United States Intelligence for questioning about attacks against a hotel and plane in Mombasa, Kenya in 2002. Earlier reports said those involved in the raid that appear to be French. But the French military has denied carrying out a raid in Somali territory.

The Defense Department says a new program will permit detainees at the American prison Bagram Air Base in Afghanistan to fight their detention in court. The spokesman said the policy will permit about 600 detainees to appeal before a military team to question their detention. Each one will have an American military representative who makes offer evidence to support the detainee. The United States military have been holding the detainees at Bagram, north of Kabul as "enemy combatants." Some have been there for up to 6 years.

The disease Cholera has appeared in ten Afghan provinces. The Afghan Ministry of Health says it has recorded 673 cases of Cholera around the country. The Ministry says the spread is under control. Cholera is spread through unclean food and water. The Ministry of Health is advising all Afghans to wash their hands before and after eating and using the bathroom.

Iran has agreed to start talks with six major industrial countries on world economic and security problems. The spokesman for European Union Foreign Policy Chief Javier Solana said the first discussion will be held October 1st. It is expected to include Representatives from Britain, China, France, Germany, Russia and the United States. Iran has repeatedly said it is willing to have a discussion with world powers but will not negotiate about its nuclear program. In Washington Administration spokesman said an Iranian refusal to discuss an illegal nuclear weapons program were "say a lot to the world".           

The Prime Minister of Israel says his country will not stop building Jewish Settlements in Occupied Territory. The Prime Minister Benjamin Netanyahu told Israeli lawmakers that he is considering reducing building for a limited time. Palestinian and American leaders have been demanding an ended to the building as way to help begin peace efforts. American Middle East representative George Mitchell is in Israel this week. He is urging Israeli and Palestinian leaders to meet with American negotiators in New York later this month. Palestinians say they will join the talks only when Israel stops building new homes in the Settlements.

Pakistani officials say a suspected American missile attack has killed at least 4 militants in North Waziristan. Officials say a suspected unpiloted plane fired the missiles at the Taliban vehicle near the town of the Mir Ali. Pakistani officials say they will have been more than 40 similar missile attacks in northwest Pakistan in recent months. Pakistan says the attacks do not work and violate Pakistani rule. Also in Pakistan official say at least 18 women and children were killed in Karachi. They were crushed by a crowd as it received free food from the private aid group; at least 25 others were injured. Police have detained the organizer of the event.

The government of Argentina has told the International Court Justice that Ecuador has violated the treaty by building two paper factories on the shared river. Argentina Representative on the trial told the court that the factories were causing unchangeable and environmental damage. He said it is responsible for the bad smell of hydrogen so fast moving over nearby towns and villages. Argentina has a five days to make its case before Ecuador began its defense on September 21st. Ecuador says the factories provided jobs and improved the country’s economy.
