American Secretary of State Hillary Clinton has called for "closure time" with Russia. She spoke after talks in Moscow with Russian President Dmitry Medvedev. Secretary Clinton said it was necessary that the United States and Russia work together on issues like Iran, North Korea and nuclear arms’ control. President Dmitry Medvedev said cooperation with the United States is at what he called “a high level”. He said that the two countries have a common method for dealing with the most important international issues. Earlier Tuesday Secretary Clinton met with Russian Foreign Minister Sergey Lavrov. He said that the United States and Russia have made progress on plans to reduce their nuclear arms. Secretary Clinton said negotiators are aiming to reach a new arms’ reduction agreement by the time of current treaty and ended December.

American official say President Medvedev has repeated his support for action against Iran if it does not share information about its nuclear program. The official spoke after his meeting with Secretary of State Clinton. Last month Mr. Medvedev said that international restrictions were necessary in some cases. However Russian Foreign Minister Lavrov said Tuesday that ordering new action against Iran will worse against current negotiations. Secretary Clinton said it is not yet time for additional restrictions. She said that the United States will consider restrictions if diplomatic measures are unsuccessful. She also said Russia and the United States agree that Iran has a right to peaceful nuclear energy but not nuclear weapons.

President Obama says he will make a decision on sending more troops to Afghanistan in a few weeks. The President spoke Tuesday at the White House. Mr. Obama has been meeting with his National Security team to decide on the plan of action and resources needed for American goals in Afghanistan. The discussions are to continue Wednesday and another meeting is expected next week. Also Tuesday Afghan president Hamid Karzai said he will welcome more American troops in his country.

President Obama met with Spanish Prime Minister Jose Luis Rodriguez Zapatero in Washington Tuesday. Mr. Obama said they discuss Afghanistan and other issues. The two men agree that now is the time for Israelis and Palestinians to continue negotiations. President Obama said they also agree to cooperate on policies toward Iran. Both Spain and the United States are willing to let Iran develop nuclear energy resources for peaceful purposes. And they opposed any activity that will give Iran nuclear weapons.

A United Nations War Crime’s Court has rejected Bosnian Serb wartime leader Radovan Karadzic’s claim that he had an agreement to protect him for legal action. The War Crime’s Court ruled that even if the reported agreement was proven it will have no influenced on the court’s actions. Mr. Karadzic claims that an American diplomat Richard Holbrook had offered him protection in 1996 if he resigned from office. The ambassador Holbrook denied making such an agreement. The ambassador is now President Obama’s special Representative for Afghanistan and Pakistan. Mr. Karadzic is charged with genocide and other crimes during the Bosnian War in the 1990.

China has criticized a recent visit by India’s Prime Minster to the disputed Himalayan area along their border. A Chinese Foreign Ministry spokesman said China is strongly dissatisfied with the visit to northeastern India’s Arunachal Pradesh state earlier this month. Prime Minister Manmohan Singh went to the area on October 3rd to seek support for his ruling Congress Party. State Assembly Elections were held on Tuesday. China said that it has rights to Arunachal Pradesh while the Indian government claimed it is an important part of India.

In Sri Lankan the government is preparing early Presidential and Parliamentary elections. Media Minister Lakshman Yapa Abeywardena reportedly said the elections will take place before April 2010. He said the ruling Sri Lankan Freedom Party will announce the new election dates during a party meeting set for November 15th. The Presidential election had been set for 2011. The term of the current legislate ends on April 2nd. President Mahinda Rajapaksa is seeking another six-year term. Mr. Rajapaksa has enjoyed huge popular support after the Sri Lankan military defeated Tamil Rebels in May. However observers say his popularity could decrease its economy does not improve.

A Committee of United States Senate approved a health care bill on Tuesday. The reform bill is meant to reduce insurance costs and extend health care to more Americans. President Obama said the committee’s vote was an important step in bringing health care to the American public. He said now is the time to work harder and get the bill passed this year. The bill’s approval is a major step but it is the only one of many in the American health care reform debate.
