The International Atomic Energy Agency has given Iran, France, Russia and the United States until Friday to approve uranium enrichment agreement. IAEA Chief Mohamed ElBaradei made the announcement Wednesday at the end of talks among representatives of his agency and four countries. The talks were held in the IAEA Headquarters in Vienna, Austria. Negotiators have been discussing a plan to have Iran send uranium to Russia and France. Those countries will then change the uranium into fuel for an Iranian research reactor. Earlier Iran expressed resistance to the possibility of dealing directly with France.

In Iraq Parliament has failed again to agree on the law for Parliamentary elections early next year. The failure is raising concerns that the elections may have to be delay. The United Nations special representative to Iraq warned that additional delay could threaten both the date and openness of the vote. Iraq Parliament members again failed to vote on the agreement Wednesday. The failure results from a dispute about how to hold fair elections in the northern Iraqi province of Kirkuk.

Iraqi official say a bomb killed a TV cameraman Wednesday in the city of Kirkuk. Official say Orhan Hijran worked for the al-Rasheed television station. They said the bomb also wounded a reporter for another TV station. Also in Iraq armed men raided the home of a policeman and killed his parents. The raid was carried out near the northern city of Mosul.

Former Afghan Foreign Minister Abdullah Abdullah says he is ready to face Afghan President Hamid Karzai in a special election next month. The former Foreign Minister told reporters in Kabul that he wants the election to take place as planed on November 7th. Mr. Abdullah said he wants Afghan voters to have a vote that is both secure and open. He also said he has not thought about the possibility of joining a coalition government with President Karzai. On Tuesday officials declared that no candidate won more than 50% of the vote in Afghanistan’s presidential election two months ago. They announced plans for the special vote between the two leading candidates in the earlier votes.

The American ambassador to the United Nations has told Israeli officials that they should immediately restart peace talks with Palestinians. Susan Rice said the aim should be to create a Palestinian state. She spoke Wednesday during a conference on “the Future of Israel” held in Jerusalem. Ms. Rice said the futures of these nations and all people are tied together. She said it was important to find cooperated answers for problems that cross national borders such as terrorism, nuclear weapons and climate change.

Officials from the European Union say member states have agreed to place some arms ban on Guinea. The ban follows killing of opposition members last month in the capital, Conakry. EU diplomats say they have also agreed to place travel restrictions and cease bank-holdings of people involved in the violence. They say the restrictions are expected to be officially approved at a meeting next week of EU foreign ministers in Luxemburg. West African states have also ordered a weapons’ ban on Guinea. Human Rights groups say guinea’s military killed at least 157 people during an opposition gathering in September.

The United States has cancelled the visas of several Hondurans that tied to the government of temporary President Roberto Micheletti. The cancellation marked the third time the United States has taken action to pressure the temporary government. The United States is seeking to help end the political crisis in Honduras that began with the ouster of President Manuel Zelaya in late June. He was then sent into exile. Since that time the government of Mr. Micheletti has faced intense international pressure to return Mr. Zelaya to office. Mr. Zelaya has taken shelter at the Brazilian embassy in Tegucigalpa after secretly returning to Honduras in September.

Researchers at the United States Central Bank say the American economy is getting better. A report from the United States Federal Reserve shows improvements in the housing market and manufactory. But the report shows that problems remain in the market for business property and office space. The banking industry is also suffering from weak demand for loans.

An American judge has sentenced the former head of an illegal drug trading group to 45 years in prison. Diego Montoya once led Colombia’s Norte del Valle drug group. A Federal Judge in Miami, Florida sentences him to two months after he admitted to murder, drug trading and other crimes. Montoya apologizes for his past actions. He said he hopes this sentence will please the victims and their families. The Norte del Valle drug group was the most powerful in Colombia. American officials say at one time the group supplied 60% of all Colombian Cocaine brought to the United States.
