President Obama says he expects to sign a new nuclear weapons treaty with Russia next month. American and Russian negotiators are working on a new treaty to replace the 1991 Strategic Arms Reduction Treaty known as START. The current agreement ends in December. Russian Foreign Minister Sergei Lavrov has said there has been progress in nuclear arms reduction talks. A new treaty will make deeper cuts in the American and Russian supply of nuclear arms and launch systems. Mr. Obama made the comments while speaking to the Reuters news agency.

An Iraqi election official is proposing that Parliamentary elections be held on January 21st five days later than planned. Iraq Presidency Council must approve the election date. On Sunday lawmakers approved an electoral reform required to hold national elections. A dispute over voting in the ethnically mixed northern city of Kirkuk had long blocked the measure. Arabs and Turkmen wanted Kirkuk to remain under the control of Iraq’s central government. Kurds wanted the city to become part of Kurdish self-rule area. Arabs and Turkmen argued that Kurds were moving to Kirkuk just to create a larger voting percentage. Parliament decided that there will be a special examination of the election process in Kirkuk to decide if there isn’t unusual increase in registered voters.

Iran’s government news agency says three Americans have been charged with spying. Iranian Security Forces seized the three July 31st for entering Iran illegally. The government lawyers said Monday that a final decision about the detainees will soon be announced. The Obama administration says the United States does not yet have official confirmation of the charges. But administration officials say the three are innocent and should be released. The Americans Shane Bauer, Sarah Shourd and Joshua Fattal say they were taking a walk in northern Iraq. They say they crossed the border by accident.

President Obama says the political situation in Iran is keeping the country from accepting a nuclear fuel deal offered by world powers. Mr. Obama spoke with Reuters news agency. He said the United States has made progress on efforts to stop the spread of nuclear arms. But he said Iran and North Korea are not in his works settled enough politically to make quick decisions on the issue. Earlier Monday an American official said the United States is willing to give Iran more time to consider the deal on uranium enrichment.

Israeli Prime Minister Benjamin Netanyahu is meeting with President Obama in Washington. White House official said the leaders are holding a talk Monday night but will not appear together before the media. Earlier in the day Mr. Netanyahu spoke at the yearly meeting of the Jewish Federations of North America. He said talks with Palestinian President Mahmoud Abbas should begin immediately. Mr. Netanyahu said his goal is to help a permanent peace treaty between the Israel and Palestinians.

In Lebanon Prime Minister Saad al-Hariri has formed a new unity government. Mr. Hariri announced the cabinet Monday. He told the reporters that a government of national unity had finally been born. Parliamentarians said that Mr. Hariri reached a deal late Friday with the political opposition including the Militant group Hezbollah. The new 30-member cabinet includes 15 ministers from Mr. Hariri’s coalition, 10 from the opposition and 5 to be appointed by President Michel Suleiman. Mr. Hariri has been trying to form a government since the general election in June that is when his coalition defeated partition's ally with Hezbollah.      

China has executed 9 people for taking park in July’s ethnic fighting between minority Uighur and majority Han Chinese in the western city of Urumqi. Chinese state media reported the nine were the first to be put to death in connection with violence. China Supreme Court approved the executions but it is not clear when they took place. Earlier reports by Chinese media said 8 Uighurs and one Han Chinese have been sentenced to death for murder and other crimes during the violence.

Tens of thousands of Germanys along with past and present world leaders have celebrated the 20th anniversary of the fall of the Berlin Wall. German Chancellor Angela Merkel spent part of her life trapped behind the wall in East Berlin. She joined the American Secretary of State Hillary Clinton, Russian President Dmitry Medvedev and other world leaders in a walk through the Brandenburg Gate. The Gate at one time was the border crossing between the East and West. Chancellor Merkel thanks former Soviet leader Mikhail Gorbachev. She said he made the collapse of the wall possible because of reforms and policies he introduced.

In the United States several southern states have declared emergency conditions as a huge ocean storm moves toward the Golf Coast. Tropical storm Ida is expected to reach land Tuesday. Florida, Alabama, Louisiana and Mississippi have all declared a state of emergency. The National Hurricane Center said that Ida was about 95 km south of the mouth of the Mississippi River. It is moving at a speed of 30 km an hour. Earlier the storm caused floods and landslides that killed 124 people in El Salvador.
