The top American commander in Afghanistan says President Obama’s new plan for the country can succeed. General Stanley McChrystal said he should know within one year whether the increase in the American troops in Afghanistan is weakening the Taliban. He spoke Tuesday to lawmakers in Washington. General McChrystal said the number of American troops in Afghanistan can be reduced beginning in mid 2011. He also said he fully supports the President’s decision to send 30,000 more American troops to Afghanistan. The American ambassador to Afghanistan also spoke to lawmakers. Karl Eikenberry has once questioned details about troops increase. But he said Tuesday that now he too supports the President’s plan.

Iraqi Prime Minister Nuri al-Maliki says bombings across Bagdad Tuesday were meant to create disorder as the country makes political progress. At least 127 people were killed and more than 400 others wounded in the attacks. The first bombing was the work of a suicide attacker in a car. Later three bombs exploded within a few minutes of each other near the Interior Ministry, a Finance Ministry office and a court building. No one has claimed responsibility for the violence. But Iraqi security officials blamed terrorists linked to Al-Qaeda. The officials also blamed the people loyal to the now illegal party of former Iraqi leader Saddam Hussein.

A suicide bombing in Pakistan has struck office within the country’s spy agency. The attack Tuesday in the city of Multan killed at least 12 people. More than 35 others were wounded. Police said at least two armed militants took part in the attack. They fired guns and a rocket at police security stations before blowing up their vehicle. The vehicle contained about a ton of explosives. A former security chief of Pakistan’s tribal area told VOA he believed the attack was carried out by militants trained in South Waziristan.

General election in Iraq has been postponed by one day to Sunday, March 7th. A top aide to Iraq President told reporters about the change Tuesday. He spoke hours after Iraqi officials said the vote will be held on Saturday, March 6th that is seven weeks after the date announced earlier. Officials have not explained the reason for the change. But media reports say the Kurds objected to the March 6th date because it marked the anniversary of a border treaty between Iraq and Iran. The Kurds say the treaty reduced their influence.

Human Rights Watch said police officials in the Brazilian cities of Rio de Janeiro and Sao Paulo have killed more than 11,000 people in the last six years. In a new report the group said that few of the officers have been charged in the illegal killings. Human Rights Watch examined 51 cases when the evidence goes against officer’s claims that victims died in a shootout. The group also said police often covered up their killings by destroying evidence. There was no immediate comment from police officials in either city.

In Honduras officials say gunmen have shot and killed the country’s top Drug Enforcement official. Retired General Julian Aristides Gonzalez was travelling in his car when men on the motorcycle opened fire. The incident took place in the Tegucigalpa area. A police official said Mr. Gonzalez served five years fighting the illegal drug trade. He planned to retire in two months and moved to Canada. Honduras is an important area in the illegal drug trade.

The United Nations top anti-drug official says terrorists in Africa’s Sahara Desert are increasingly using drug money to finance their operations. Antonio Maria Costa told the UN Security Council that two kinds of drug trading are now meeting in the Sahara Desert. These included Cocaine going through West Africa and Heroin in East Africa. Mr. Costa said new drug trading is taking place across Chad, Niger and Mali. He said terrorists and anti-government groups in northern Africa are using resources from the drug trade to pay for their operations. He also said disorder in Somalia is helping to change East Africa into a major crime area.  

Climate experts say information for the first ten years of 21st century will probably show it to be the warmest ten-year period ever measured. The World Meteorological Organization released the findings on the second day of a Climate Conference in Copenhagen. The head of the organization Michel Jarraud spoke to representatives of 192 nations. He said the final temperature records will be released early next year. He said this year will probably be the fifth warmest since scientists began keeping world climate records in 1850. Environmentalists and activists have criticized an early version of the Climate Change Deal that Conference officials are trying to create. They say the deal strongly favors rich countries over the concerns of developing nations.

President Obama has proposed measures designed to create jobs and cut American 10% unemployment rate. He announced the proposals in Washington Tuesday. One idea is to reduce taxes on small businesses and cut payments linked to government loans to those companies. The President said small businesses created 65% of the new jobs in recent years. But employment slowed when the recession made the difficult for the businesses to get the money for new equipment and extended operations.
