It is 00:30 universal time and here is the news in Special English.

The Al-Shabaab rebel group in Somalia says it is responsible for the deadly bombings in Uganda Sunday night. 74 people were killed in two explosions in Kampala, the capital. 65 more were wounded. Al-Shabaab says the attacks were in reaction to Uganda's deployment of troops for a peacekeeping force in Somalia. The troops are supporting the government in Somalia in its fight against Islamist rebel groups. Al-Shabaab says they will be more attacks. This is the first major terrorist attack by Al-Shabaab outside Somalia. 
 
The International Criminal Court has released a new order to arrest Sudanese President Omar El-Bashir on charges of genocide. The order says Mr. Bashir is responsible for efforts to kill all the members of 3 tribal groups in Western Darfur. It is the first time the International Court has charged anyone with genocide. Mr. Bashir is already the first person to be charged by the Court while he is a head of a state. Mr. Bashir has denied the charges and says he does not support the International Criminal Court.

The former President of Cuba Fidel Castro appeared on Cuban television Monday. It was one of the few public appearances he has made since poor health led him to give presidential power to his brother 4 years ago.  Mr. Castro looked relaxed as he answered questions on the television news program. During the discussion, he talked about international issues including those involving the Middle East, Iran and North Korea.  This was Mr. Castro's second public appearance in less than a week.

Argentine President Cristina Fernandez de Kirchner arrived in China Monday, for a visit aimed at improving relations and settling a trade dispute. The dispute involves China's ban on Argentine soybean oil imports. She will meet with Chinese President Hu Jintao on Tuesday. The two leaders are expected to sign several trade agreements. In April, Argentina's foreign minister met with a Chinese Ambassador to protest a decision to block imports of Argentine soybean oil. China said the quality of the oil was not good enough.

An Israeli military investigation has found that Israel's Armed Forces made serious mistakes in attacking an aid ship in May. But the investigators report did say the use of ammunition was just. Israeli investigators found mistakes both in the preparation and execution of the deadly raid on the ship sailing to Gaza. They say the troops did not prepare for possible violent resistance. 9 passengers were killed including 8 Turkish citizens and one American. The aid ship was planning to break an Israeli blockade of Gaza. Civilian examiners are also investigating the attack.

An Afghan human rights group says 2010 has been the most violent year in the country's 9-year war. A report by the Afghanistan Rights Monitor says more than 1,000 civilians have been killed since January. About 6 Afghans were killed and 8 others wounded each day in war incidents during the first 6 months of the year. The report also says that international forces were responsible for about 20% of the civilian death. That is a smaller percentage than in the same month last year.

In Norway, officials say 3 Al-Qaeda terror suspects arrested last week wanted to hit targets in Norway. Two of the men were arrested in Norway and one in Germany. A government lawyer told a court that police are still investigating foreign links to the suspects. The 3 were arrested on suspicion of plotting attacks. They had been under police observation for more than a year. One suspect was identified as a Norwegian of Uighur ancestry. The others are an Uzbek and an Iraqi Kurd.

The head of a committee of Euro area finance ministers says Greek economic reforms have been beyond expectations.  Jean-Claude Juncker said he is sure that Greece will receive the next rescue payment in September. The European Union and the International Monetary Fund are lending Greece 139,000,000,000 dollars. Greece agreed to deep spending cuts and retirement pay reforms. The reforms have led to a series of sometimes violent general strikes in Greece. But the unpopular spending cuts seem to be showing results. The Finance Ministry says the budget deficit fell 46% during the first half of the year.

It has been 6 months since a powerful earthquake killed more than 220,000 people in Haiti. The United Nations says it could take up to 10 years to rebuild Haiti. About 1,500,000 people lost their homes. The UN children's organization UNICEF says Haitian children face extreme threats. But UNICEF says a huge aid effort has prevented even larger health problems.

The government of Niger has declared a food emergency. A new government report says child hunger rates are as high as 22% in some places. The report says more than 3% of the children in Niger are at risk of dying from a lack of food. The aid group, Doctors without Borders says Niger denied it had a food problem for a long time. The international aid group was ordered to leave the country in 2008. Now Doctors without Borders says the new government of Niger has asked them to return.
