It is 23:30 universal time and here is the news in Special English from the Voice of America. I'm Robert Cohen in Washington.

American weather officials say a storm in the Caribbean area has strengthened and could halt efforts to permanently stop an oil leak in the Gulf of Mexico. Workers on the damaged oil well may be ordered to return to land if the storm threatens the area. The head of the team dealing with the crisis Thad Allen says this could delay work for as long as 2 weeks. Separately, Vice President Joe Biden visited southern Alabama Thursday to meet with workers dealing with the oil spill. He said the government and cleanup crews will not stop until the area has recovered from the spill and its effects.

The International Court of Justice says Kosovo's declaration of independence from Serbia in 2008 was legal under international law. Celebrations in Kosovo's capital Pristina took place after the United Nations Court announced its decision Thursday. Kosovo Prime Minister Hashim Thaci called the ruling "the best possible answer for the whole world". Serbian President Boris Tadic said it was a difficult ruling for Serbia. He said Serbia will keep fighting to get Kosovo back using all legal and peaceful measures. Serbia disputed the Kosovo's declaration of independence from Serbia before the Court. But the judges ruled that international law does not ban such declarations. 69 countries have recognized Kosovo's declaration of independence. Serbia and Russia firmly oppose recognition of the declaration.

Venezuelan President Hugo Chavez has cut off diplomatic ties with Colombia. President Chavez made the announcement on television Thursday. The government has ordered its Embassy in Colombia to close and Colombian diplomats to leave Venezuela in 72 hours. Venezuela is answering Colombia's accusation that Colombian rebels are sheltered in Venezuela. Colombia went before the Organization of American States Permanent Committee in Washington to give evidence. Colombia said 1,500 Colombian rebels are hiding in Venezuela. Colombia's Ambassador to the OAS urged Venezuelan officials to let independent observers examine the areas where he said Colombian rebels were taking shelter.

The United States Senate has voted to renew restrictions against Burma after being told elections this year would not be free and fair. The House of Representatives approved the same bill last week. The new bill restricts almost all imports from Burma for another year. President Obama is expected to sign the bill into law. Senate Republican leader Mitch McConnell urged Senate members to approve the new restrictions. He said the elections are not fair since pro-Democracy leader Aung San Suu Kyi remains in detention and her Party is not permitted to run in the election. This is Burma's first election in 20 years.

Pakistan's Prime Minister has extended the term of army chief General Ashfaq Kayani for 3 more years. Yusuf Raza Gilani spoke on television Thursday. He said it was necessary to have the continued leadership of Mr. Kayani to continue fighting Islamist militants in Pakistan. He spoke about Mr. Kayani's part in launching major offensive against militants in Pakistan's northwest tribal area near the border with Afghanistan.

NATO says 2 American soldiers were killed in a helicopter crash Thursday in southern Afghanistan. The Taliban claimed responsibility for the crash in Helmand province. The alliance says the cause of the crash is being investigated. Separately, the top American military officer has said it may take years to fully defeat Afghan rebels. Admiral Michael Mullen says the United States expects to meet its goals for 2011. That is when the United States expects to begin withdrawal of its forces. Admiral Mullen welcomed Afghan President Hamid Karzai's plan earlier this week for Afghanistan to take control of security by 2014.

China's most popular internet search service says its profits more than doubled through the months of April, May and June. The head of Baidu said profits increased to 124,000,000 dollars this week. Baidu said the number of users also increased 25% from last year. Baidu's record performance took place during the same period that American-based Google closed its website in China.

Chinese Premier Wen Jiaobao has met with the Lao Deputy Prime Minister and Defense Minister in Beijing. The officials agreed to strengthen the military and other ties between China and Laos. The government-run News Agency Xinhua reported that Mr. Wen said the countries have a need for closer cooperation in politics, trade, economics, culture and defense. The Chinese and Lao Defense Ministers also signed a cooperation agreement.

Europe's top trade official says European companies are increasingly worried about the business environment in China. Karel de Gucht said they are very concerned over the lack of protection for Intellectual Property in China. Mr. De Gucht said European companies are worried about the Chinese government's policy of buying Chinese made products. He spoke Thursday at a trade conference in Shanghai. Mr. De Gucht said the policy forces European companies to register as Chinese companies to get orders for products from the Chinese government. He said there have been some changes in the law but he said he still hears about discrimination against foreign companies in China.
