It is 1:30 universal time and here is the news in Special English from the Voice of America. I'm Robert Cohen in Washington.

The United Nations says more flooding in southern Pakistan has forced about one million people to leave their homes since Wednesday. UN officials say the Indus River again overflowed in Sindh province. Pakistani officials ordered thousands of people to leave the historic town of Thatta. But many people have refused. The floods from seasonal rains began almost one month ago. 20 million people have been affected. About 1600 people have been killed.

An American held in a North Korean prison for 8 months has arrived in Boston, Massachusetts, where his family welcomed him. Aijalon Mahli Gomes arrived Friday after former President Jimmy Carter negotiated his release in Pyongyang. Television broadcasts showed Mr. Gomes with Mr. Carter and surrounded by his family members. In New York, United Nations Secretary-General Ban Ki-moon welcomed the North Korean decision to release Mr. Gomes. He called on nations to send emergency aid to North Korea which has also suffered severe flooding.

The chief of the United States central bank says the government will take additional steps to support the economy if conditions get worse. Federal Reserve Chairman Ben Bernanke spoke in the state of Wyoming to top economic officials and businesses leaders from around the world. The said the government could put more money into the economy to help speed growth. Prices for stocks and oil rose on American markets after Mr. Bernanke spoke.

In Mexico, 2 bombs have exploded in the northern state of Tamaulipas. One bomb exploded near a television station Friday morning. No injuries were reported. However, the explosion temporarily blocked the station signal. Another bomb exploded in front of the offices of the traffic police. No group has claimed responsibility. Officials in Tamaulipas are investigating the murder of 72 temporary farm workers. Their bodies were found 3 days ago. A government lawyer connected to the investigation is missing. Officials say Roberto Jaime Suarez has not been seeing since Wednesday. Tamaulipas borders the state of Texas. It is a center of fighting among illegal drug groups fighting for control of the area. Also the United States State Department is telling diplomats in the northern Mexican city of Monterrey to remove their children from the area.

Officials in Mexico say one of the country's biggest airlines, Mexicana, is suspending operations because of financial problems. Transportation Minister Juan Molinar Horcasitas announced the move days after a group of investors bought the airline. 2 other airlines linked to Mexicana will also suspend flights. Mexicana thought illegal financial protection from its creditors earlier this month in Mexico and the United States. The airline has lost 350 million dollars since 2007.

The Cuban government has ordered that foreign investors be permitted to sign agreements for long term use of state-owned land. The decision was published in the Official Gazette Thursday. The agreements or leases would let foreign investors use land for up to 99 years. The government says the goal is to ease conditions and improve security for foreign investment in the vacation industry. Before the current decision, Cuba had permitted land-use contracts for up to 50 years. Earlier this year, Cuba's Tourism Minister said the government had approved building projects by foreign investors.

The United States has charged a foreign policy expert with releasing a top secret intelligence report to a news reporter. Steven Kim once worked for the State Department. He is accused of illegally releasing national defense information and making false statements to federal investigators. Mr. Kim could be sentenced to 15 years in prison if found guilty. He says he is innocent. The reporter has not been named. The secret information concerned the country that also has not been identified.

NATO says 3 American soldiers were killed in 2 separate bomb explosion in Afghanistan Friday. Afghan officials say a bombing also killed at least 2 police officers and 2 civilians in the northern province of Kunduz Thursday night. At least 14 people were wounded. In the eastern province of Kunar, the NATO says it is investigating reports that Afghan civilians were killed Thursday during an air strike on militants.

Iranian state-run television says an earthquake has shaken an area in northeastern Iran. The earthquake was centered about 280 kilometers east of the capital, Tehran. Iranian television says at least one villager was injured and homes were damaged. The United States Geological Survey estimates the magnitude of the earthquake at 5.7.

The United Nations anti-racism group is criticizing France for expelling nearly 300 Roma also known as Gypsies this week. The Committee for the Elimination of Racial Discrimination expressed concern about France sending the Roma to Romania. It called on France to fight racism in politics. France said the Roma wanted to go and that follows international law.
