It is 00:30 universal time and here is the news in Special English.

President Obama is calling for new tax cuts for the American middle class and businesses in an effort to help the economy. He has also called for ending tax cuts for the wealthiest Americans. Mr. Obama spoke during a visit Wednesday near the city of Cleveland, Ohio. He said companies involved in research and development would also be helped by his tax changes. The President says this plan would help support more hiring and keep jobs from moving to other countries. President Obama also accused Republican Party members of having known new ideas on the economy and wanting continue tax breaks for the wealthy. Republican Party members say the President's economic policies are too expensive and have not reduced the number of people without jobs.

Secretary of State Hillary Clinton says the huge amount of money owed by the federal government is a threat to America's security and international influence. She says that a strong economy has always powered American values and interests. Ms. Clinton says she is troubled that the country may loose that influence. She spoke Wednesday after giving a speech to a foreign policy center in Washington. During her speech, she said that the United States can, will and must lead the rest of the world in the 21st century. She said the world respects the United States because it has what she called the "reach and resolve" needed to settle international problems.

The leader of a church in the southern United States says he will still burn copies of Islam's Holy Book on September 11th. Political and religious leaders have condemned his plan. Pastor Terry Jones said it is time for what he calls a new way to fight terrorism. He said the plan burning of the Quran is a warning to Islamic extremists. Secretary of State Hillary Clinton said it is regrettable that a religious leader of a very small church can get the world's attention with a terrible plan. The Roman Catholic Church has said the burning would be a shocking and serious act. A spokesman for UN Secretary-General Ban ki-moon said the act would hurt chances for peace and security in Afghanistan. Pastor Jones says he takes the warning seriously but he does not believe change in his plan is the right thing to do.

Pakistani polices say they plan to charge 3 men with terrorism on suspicion of helping a Pakistani American accused of trying to bomb Times Square in New York City. Police in Islamabad said Wednesday that the 3 suspects have detained since May for having links to the bomber Faisal Shahzad. Their arrests had not yet been officially announced. Officials say the men give money to Faisal Shahzad and help him meet militant leaders in Pakistan. Faisal Shahzad told an American court that he was guilty of terrorism charges linked to the failed bombing attempt in May. Police say the 3 suspects have close links to the Pakistani Taliban, which claimed responsibility for the failed bombing in New York City.

Secretary of State Hillary Clinton says a vote by the people of southern Sudan to seek independence is very likely to happen. Ms. Clinton said Wednesday she believes neither the Sudanese government nor the southern administration in Juba is ready for an independence vote. She said a successful vote will require a diplomatic effort from both sides as well as from the United States and the African Union. Voters in Southern Sudan and the central Sudanese area of Abiyei are to vote in January on whether the south will become an independent state. Voters will also decide if Abiyei will be part of the new state.

Iran has suspended the death sentence by stoning for a woman accused of having a relationship with 2 men after her husband's death. Iran's state-operated news Wednesday reported that a foreign ministry spokesman said Sakineh Mohammadi Ashtiani's stoning sentence is under consideration. The stoning sentence was strongly criticized by several countries and human rights groups. The European parliament past a measure Wednesday stating the sentence was not justified. Iran has also accused Ms. Ashtiani of being linked to her husband's death.

Iranian officials have detained a well known layer who gave legal help to opposition activists arrested during protests in 2009. Family members and supporters of Nasrin Sotoudeh said Wednesday that authorities have held her at an Iranian prison since Saturday. She has been charged with spreading propaganda against Iran. News reports say Iranian officials raided her home a week before her arrest. Ms. Sotoudeh represented several activists who were arrested in the unrest that followed the re-election of President Mahmoud Ahmadinejad in 2009.

Nigerian officials say more than 720 prisoners escaped from a jail during an attack by gunmen. Prison officials said Wednesday that the attackers and more than 100 of the freed prisoners were suspected members of the Islamist group, Boko Haram. Police say 4 people were killed when gunmen attacked the Bauchi prison on Tuesday night. Police battled with the gunmen and later, gain control of the area. They believe the gunmen were attempting to free other members of Boko Haram who were waiting to go on trial. The group has been fighting for the creation of an Islamic state in northern Nigeria. Police say the area is now calm and they have made some arrests.
