It is 1:30 universal time and here is the news in Special English.

The World Bank and the International Monetary Fund are warning about the possible dangers of what they call an international currency war. World Bank President Robert Zoellick and IMF Managing Director Dominique Strauss-Kahn spoke separately in Washington. Each said rising tensions over monetary issues are threatening the world's economic recovery. Mr. Strauss-Kahn said too many countries are using their money as weapons to strengthen their individual economies while hurting others. He noted examples like China and other developing economies. He said countries that want more influence in IMF decisions need to take more responsibility for the world's economic health.

Fewer Americans are requesting first-time aid for unemployment. The United States Labor Department says the number of jobless claims fell by 11,000 last week to 445,000. This is the lowest number in 3 months. Thursday's report also says the number of Americans continuing to receive unemployment insurance payments fell to less than 4.5 million. This is the lowest number since June.

A top Palestinian advisor says his side has accepted an American proposal calling for a 60-day extension to limits on Israel's settlement activity in the West Bank. The final borders between Israel and a future Palestinian state would be negotiated during that time. Nabil Shaath said Thursday if no agreement is reached within the 2-month period, the halt to settlement building would have to be extended. Separately, Israel's ambassador to the United States Michael Oren said the United States has offered support in exchange for an extension to settlement limits. The Obama administration has denied this.

Officials in Chile say the rescue passage to free 33 trapped miners could reach the men by Saturday. On Thursday, Chile's Mining Minister Laurence Golborne said when the passage is completed, it could be 3 to 10 days before the miners are brought to safety. Mr. Golborne said experts will first study the soil and rock around the tunnel. They will then decide if it needs metal supports. Officials say the drill making the tunnel is now 100 meters from the miners. The men had been trapped more than 600 meters underground since early August.

An organization that supports refugees says Haitians who lost their homes in the earthquake in January continue to live in over crowded and unsafe camps. Refugees International says the camps are not secure. It said sexual and other violence is increasing in and around them. Refugees International released a report Thursday. It said the United Nations led humanitarian operation in Haiti needs more resources and experienced workers.

Afghan President Hamid Karzai has opened the first meeting of the country's peace council. The goal of the council is to make peace with the Taliban and other militant groups. The meeting took place Thursday on the 9th anniversary of the start of the American-led war in Afghanistan. The council's 70 members include former Taliban leaders, former presidents, and civil and religious leaders. President Karzai urged the Taliban to help bring peace to Afghanistan. The President has urged militants to reject violence and respect the constitution. However, the Taliban has publicly dismissed peace until foreign forces leave Afghanistan.

Pakistani officials suspect suicide bombers are to blame for 2 explosions at a Sufi holy center in Karachi. The explosions killed 8 people and wounded at least 65 others. Police said the attack took place at the Abdullah Shah Ghazi shrine on Thursday night. After the attack, angry crowds set fire to vehicle tires and buses. Pakistani President Asif Ali Zardari condemned the attack.

France 's top legal group has approved a law banning full face-coverings in public. The constitutional council said Thursday it supported the ban after deciding that it does not violate the constitution. The ban will begin next year. Both Houses of parliament have already approved it. Persons wearing a full face veil will be fined about 190 dollars. This includes the Muslim niqab or Burka. People may wear the face-coverings in religious centers.

Dead fish have appeared in the Danube River as industrial waste from western Hungary has reached Europe's second longest river. Hungarian disaster officials said red mud arrived at the main part of the Danube after killing wildlife in its Marcal tributary. The deadly waste leaked from a Hungarian aluminum factory Monday. 4 people were killed and more than 100 others were injured. Nations near the Danube are studying levels of alkaline in the river.

Finally, this news: Peruvian writer Mario Vargas Llosa has won the 2010 Nobel Prize in literature. The Swedish Academy said it honored Mr. Vargas Llosa for his descriptions of power, individual resistance, revolt and defeat. Mr. Vargas Llosa was born in Arequipa, Peru. He grew up in Bolivia then returned to Peru to attend military school. He later moved to Europe, where he continued his studies and worked as a reporter. He has written more than 30 books, plays and short stories.
