It is zero hour thirty Universal Time and here is the news in Special English.

A British court has approved a request to release Wikileaks head Julian Assange from jail. But he is still being held there while lawyers in Sweden appeal the judge’s decision. Earlier Tuesday judge Howard Riddle ruled that Mr. Assange must pay 380 thousand dollars in exchange for his temporary release. The Swedish appeal of the ruling means Mr. Assange will have to wait at least another 48 hours before he can walk out of prison. If freed the Wikileaks chief must obey a curfew order and wear an electronic device. Mr. Asssange has been held since last week on an order from Sweden. He is wanted in that country for questioning about reported sex attacks. He denies the accusations.

Officials from around the world are praising the work of American diplomat Richard Holbrooke. Mr. Holbrooke died Monday at the age of 69. President Obama said he was deeply saddened by the death. Ambassador Holbrooke was the president’s special representative to Afghanistan and Pakistan. Secretary Clinton said the ambassador was one of the nation’s fiercest champions and best public officials. Army General David Petraeus praised ambassador Holbrooke for his diplomacy. General Petraeus commands American and international forces in Afghanistan.

Opposition leaders in Ivory Coast have called for large protests in the streets on Thursday and Friday. The protests are aimed that forcing President Laurent Gbagbo from office. The African Union, the United Nations and other international organizations say Alassane Ouattara won Ivory Coast’s presidential election last month. But Mr. Gbagbo refuses to accept the election results and leave office. The two men have set up competing governments and both supported by armed force. Mr. Ouattara has asked West Africa’s Central Bank to cut off state money to Mr. Gbagbo. Eight countries in the West African Economic and Monetary Union use the bank.

American diplomat George Mitchell says the United States will keep trying to negotiate peace between Israelis and Palestinians. Mr. Mitchell and Palestinian President Mahmoud Abbas met in Ramallah Tuesday. Aides to the president said Mr. Mitchell presented some American ideas about how to help the Middle East peace process. And American State Department spokesman said Tuesday that the United States will hold additional meetings next week.

In the United States Senate , lawmakers are holding a final debate on a bill that will extend tax cuts put in place under former President George W. Bush. The Senate is expected to vote Tuesday on the measure. It is expected to cost the government over 850 billion dollars over two years. President Obama and Republican lawmakers reached a deal on some details of the bill last week. If the bill passes the Senate it will go to the House of Representatives.

North Korea has released a report about its Foreign Minister’s latest talks with Russian officials. North Korea’s state operated KCNA news agency said Tuesday that Foreign Minister Pak Ui Chun had friendly discussions with Sergei Lavrov. However, Russia’s Foreign Ministry says Mr. Lavrov told the North Korean official that his country’s strike on South Korean territory deserves condemnation. North Korea’s KCNA did not note that comment. Instead, it reported that Russia expressed concern about American and South Korean military exercises in the area. North Korea blames South Korea for the shelling of Yeonpyeong Island with killed 4 South Koreans.

Iran says there will be no changes in its nuclear and foreign policies. A Foreign Ministry spokesman made the comment Tuesday. It came one day after Foreign Minister Manouchehr Mottaki was dismissed from his job. President Mahmoud Ahmadinejad ousted Mr. Mottaki and named nuclear chief Ali Akbar Salehi as acting foreign minister. President Ahmadinejad gave no reason for the change. Mr. Mottaki was on an official trip to Senegal Monday. He had no immediate comment.

Iraqi police say a bombing in western Bagdad has killed 3 people and wounded 20 others. Officials said the bomb exploded Tuesday in the Gazalia area of Bagdad. Shiites had gathered there to go to the city of Karbala for Ashura, one of Shiite Islam’s most important holy events. On Monday Iraqi officials said a suicide bombing north of Bagdad killed at least 4 Shiites.

French Customs officials have seized 354 false Faberge eggs that arrived from Russia. The colorful eggs covered with gold and jewels have on them the sign of Russia’s former rulers, the Tsars. The Faberge jewelry company confirmed the eggs were false. Jeweler Peter Carl Faberge made his beautiful eggs for the Russian ruler’s Alexander Ⅲ and Nicholas Ⅱ . There are only 42 of his eggs left.

Scientists with United States Space Agency say the Voyager 1 spacecraft has reached the edge of the solar system. The spacecraft was launched 33 years ago. NASA scientists say Voyager has reached a point where there is almost no solar wind moving particles away from the Sun. They say the spacecraft is more than 17 billion kilometers from the Sun. In about 4 years Voyager will enter an area physically influenced by another star.
