It is 1:30 universal time and here is the news in Special English.

Israel's Prime Minister and the American Middle East diplomat have held private talks to ease a dispute threatening peace negotiations between Israel and the Palestinians. Israeli Prime Minister Benjamin Netanyahu and American diplomat George Mitchell met in Washington Wednesday. A day earlier, Mr Netanyahu had talks with President Obama at the White House. They discussed Israel's decision to build over 1000 homes in East Jerusalem. They did not speak to the media after the meeting.

United States and Pakistani officials say high-level talks in Washington have succeeded in improving cooperation between their countries. American Secretary of State Hillary Clinton spoke during a news conference Wednesday. She said the two sides discussed updating Pakistan's army and increasing agricultural production and exports. They also discussed improving transportation and dealing with energy shortages. Pakistani Foreign Minister Shah Mehmood Qureshi said he was a happy and satisfied man because the meetings were held in a spirit of cooperation.

A large American Internet company has announced that it will stop some business activities in China. Go Daddy group says it is taking action because China is demanding detailed personal information about its Chinese users. Go Daddy supervises Internet domain names. The company's vice president told the United States Congress that it will stop registering new domain names in China. Christine Jones said the company has been the target of many Internet attacks in recent months. The company also says it is concerned for the safety of its Chinese customers.

A United States Congressman says China's money policy has cost Americans 1.5 million jobs. Sander Levin is chairman of the House Ways and Means Committee. He told a committee hearing that China keeps the value of its money, the Yuan, unfairly low. He says this increases trade deficits with the United States and Europe and halts exports from other developing countries. A report on Chinese money is expected on April fifteenth. Congress is pushing for the United States Treasury to call China a currency manipulator. That could permit measures to restrict trade with China.

The United States Treasury has placed restrictions on 54 members of two powerful illegal drug groups in Mexico. In a statement the treasury said the restrictions target important members of the Gulf Cartel and the Los Zetas groups. The treasury says the two groups are responsible for much of the current violence in Mexico today. The restrictions seize money and property the individuals may have under American control.

The United States has expressed concern about the arrest of a former Venezuelan governor who described Venezuela as a thief place for the illegal drug trade. Oswaldo Alvarez Paz faces charges of plotting a crime spreading false information and inciting hate. The American State Department says it is concerned that Mr Alvarez has been arrested only for giving his opinion on television. The State Department said the arrest is another example of the Venezuelan government's campaign against free speech. Venezuelan President Hugo Chavez has dismissed the charge.

President Obama has asked Congress for almost three billion dollars in emergency aid to help rebuild Haiti. The nation suffered a disaster of earthquake in January. Mr Obama said the request answers urgent and necessary needs in a letter sent to House speaker Nancy Pelosi on Wednesday. Next week international donors will gather for a conference on Haiti. Haitian officials plan to ask for over 11 billion dollars in aid.

The organization of American States has reelected Chilean diplomat Jose Miguel Insulza to a second five-year term as secretary general. The vote was held during a special meeting of the OAS General Assembly in Washington. Mr Insulza faced no opposition.

The Obama administration says the United States and Russia are very close to a new nuclear arms reduction treaty. Russia says negotiators have already approved an agreement. But an Obama administration spokesman says the president wants to discuss some remaining details with Russian President Dmitry Medvedev. Earlier Wednesday, President Obama spoke with top members of Congress about the negotiations with Russia. The United State Senate must approve a new deal with Russia. American and Russian negotiators have been working for months on an agreement to replace the 1991 Strategic Arms Reduction Treaty. The treaty officially ended in December.

European Union ministers have failed to agree on how to help Greece. Greece is one of 16 nations using the Euro as its money. But the country is facing a huge budget deficit. EU leaders are not in agreement on what should be done. Germany opposes a financial rescue, but France and others do not want Greece to seek help from the International Monetary Fund.
