Kyrgyzstan has appealed to Russia to send troops to help calm ethnic riots in the southern city of Osh. However, the Russian government has said it would only send humanitarian aid. Kyrgyz acting President Roza Otunbayeva wrote a letter to Russian President Dmitry Medvedev. She said the situation in southern Kyrgyzstan is out of control and needs outside assistance. The fighting has killed at least seventy seven people and wounded more than one thousand others. Kyrgyz government has given security forces permission to use deadly force if necessary in the areas where is declared a state of the emergency.
