It is 00:30 universal time and here is the news in Special English.

Reports from southern Syria say security forces have killed at least 18 people in the city of Daraa. Witnesses and human rights activists reported the killings on Monday. Syrian state media reported that the army said it was in Daraa to answer calls for help from citizens there. Rights groups also reported gunfire from security forces in Douma near the capital, Damascus. The top Human Rights official at the United Nations Navi Pillay demanded that Syria limit its military campaign against anti-government protesters. She also called for an investigation of the killings of protesters.

Afghan officials say the Taliban led an escape of hundreds of prisoners from the main prison in the southern Afghan city of Kandahar. Officials said Taliban supporters dug under the Sarposa prison to a nearby house. The escaped prisoners represented about one-third of the prison's population. The Taliban says it built the underground escape path over five months. It said the escaped prisoners included 100 commanders. An Afghan government official called the escape a disaster.

A NATO airstrike in Tripoli has destroyed a building in the area where Libyan leader Moammar Gadhafi lives. At least two large bombs exploded at Bab al-Azizia on Monday. A Libyan government official says the airstrike killed three people and wounded 45 others. He also reported that the Libyan leader is still alive. It is not clear where Mr. Gadhafi was during the attacks. NATO said its target was a communications headquarters. The building reportedly was used to plan attacks against Libyan civilians. Also on Monday, Italy announced for the first time that it would begin bombing some military targets in Libya. Prime Minister Silvio Berlusconi said he told President Obama about his country's decision. In the past, Italy had said it would not take part in airstrikes against its former colony.

Several newspapers are reporting new information about current and former prisoners at the American military prison in Guantanamo Bay, Cuba. The information comes from military documents provided by the WikiLeaks website. The newspapers say most of the 172 prisoners still held at Guantanamo are a 'high risk' for the United States and its allies. And they said that about a third of the detainees already released were also 'high risk' prisoners.

Ukraine is marking the 25th anniversary of the deadly explosion at the Chernobyl nuclear power station. Ukrainian political and religious leaders were to mark the event with a prayer and a ceremony in Kiyv Monday night. On Tuesday, Ukrainian President Viktor Yanukovych will lead a memorial ceremony at Chernobyl. Russian President Dmitry Medvedev is expected to attend. The Chernobyl explosion was 400 times more powerful than the atom bomb dropped over Hiroshima, Japan. Thousands of sickened workers involved in cleanup efforts at Chernobyl have demonstrated in Kiyv. They were protesting cuts in the amount of pay they receive for exposure to radiation. A recent effort to provide more money to clean up the area did not reach its goal.

About 25,000 troops searched Japan's northeastern coast Monday for the bodies of people missing since the earthquake and tsunami last month. Airplanes, boats and navy divers joined the search effort. More than 14,000 bodies have been found since the earthquake struck on March 11. About 12,000 people are still missing.

In Bangladesh, a government investigation has cleared former Grameen bank chief Muhammad Yunus of misusing bank money. The Nobel Peace Prize winner was accused of using bank money on other projects. The accusations were made in a Norwegian documentary. The Grameen bank is famous for its success making loans to very poor people. Mr. Yunus, an economist, started the bank.

Indian police have arrested the head of the organizing committee of the 2010 Commonwealth Games on charges of corruption. The Central Bureau of Investigation said Suresh Kalmadi was detained for reportedly helping a Swiss company. Mr. Kalmadi is a lawmaker of the ruling Congress Party. He says he is innocent. His arrest is the latest problem for the government of Prime Minister Manmohan Singh. Also on Monday, police charged the daughter of the chief minister of Tamil Nadu state with corruption. The charges were linked to the sale of telecommunications operating permits at what were said to be less than market rates. Those sales may have cost the Indian government up to $40 billion in revenues.

Tibetan exiles held demonstrations in several countries Monday to mark the 22nd birthday of a Tibetan Buddhist religious leader. The young man and his family have not been seen in public since Chinese officials seized him 16 years ago. Gedhun Choekyi Nyima was six years old when he was detained in 1995. He was seized after Tibet's spiritual leader, the Dalai Lama, recognized the boy as the 11th Panchen Lama. Tibetan activists are calling for his release. China has said that the young man is safe and in Tibet, and does not want to be contacted. Rights groups say the demonstrations Monday also were to protest, what they say, is Chinese police repression near a Buddhist center in Sichuan province.

And now briefly, here again is the major news of the hour.

Reports from southern Syria say security forces have killed at least 18 protesters in the city of Daraa. Afghan officials say the Taliban led an escape of hundreds of prisoners from the main prison in Kandahar. And a NATO airstrike has destroyed a building in the area where Libyan leader Moammar Gadhafi lives.

That's the news in VOA Special English from Washington.
