It is 00:30 universal time and here is the news in Special English.

At least 13 people were killed in Yemen Wednesday in clashes between security forces and protesters. Yemeni medical workers say 10 deaths were in the capital, Sana'a. In Aden, two soldiers and a protester were killed in a gun fight. At the time, security forces were attempting to break up an anti-government demonstration. Protests were also reported in other cities. Activists are protesting the political agreement that calls for President Ali Abdullah Saleh to resign. Some protesters oppose the agreement because it gives the president a whole month to leave office. Others have criticized plans to protect Mr. Saleh and his family from future legal action.

At least 228 members of Syria's ruling Baath Party have resigned. Their resignations are in protest of President Bashar al-Assad's violent campaign against pro-democracy demonstrators. A group of more than 200 party members from Deraa province resigned Wednesday. They expressed their anger about the continuing attacks by security forces against the local capital. Earlier, at least 28 party members from the coastal city of Banias resigned. They accused troops and pro-government gunmen of opening fire against citizens, homes and religious centers.

The United States has called on the United Nations Human Rights Council to launch an investigation into Syria's recent campaign against hundreds of peaceful protesters. The American diplomat to the rights agency Wednesday urged the group to support a proposed resolution demanding that Syria immediately stop attacking its citizens. The American resolution strongly condemns the killing, arrest and torture of demonstrators. It also condemns efforts to block medical treatment. The resolution calls on Syria to release all political prisoners and lift a ban on nearly all foreign media. The council will hold an emergency meeting on Friday.

A ship carrying aid has arrived in Libya at the rebel-held port of Misrata after NATO airstrikes helped stop attacks by pro-government forces. The International Organization for Migration says aid workers began rescuing refugees from the port and unloading humanitarian aid from the ship. Intense shelling by Libyan government forces delayed the ship's arrival. At least three people were reported killed and up to 20 others wounded in the attack. NATO warplanes continued their targeted strikes on Wednesday. Separately, Libyan government-operated television reported that Libya is considering legal action in international courts against NATO. A strike earlier this week targeted government buildings. Libyan leaders say NATO was trying to kill Libyan leader Moammar Gadhafi.

The opposing Palestinian groups Fatah and Hamas have reached an early agreement on reuniting. Representatives of the two groups announced their agreement Wednesday. The groups are working to form a single temporary government with presidential and legislative elections to be held within a year. Egypt negotiated the private meetings that resulted in the agreement. Later Wednesday, Hamas and Fatah leaders publicly welcomed the deal during a joint news conference in Cairo, Egypt. Fatah delegation spokesman Azzam al-Ahmed said national unity would be Palestinians' best weapon in facing what he called "Israeli occupation".

You are listening to the news in VOA Special English.

Officials say an Afghan military pilot shot and killed eight NATO troops and an American worker during an argument in Kabul Wednesday. It was the deadliest such incident since the war in Afghanistan began nearly 10 years ago. The Afghan Defense Ministry said the shooting took place inside an airport building used by the Afghan air force. Defense officials rejected a Taliban claim that the gunman was a militant. The gunman was later killed by gunfire. The United States Defense Department says all nine victims were American. Five Afghan security force members were wounded.

Media reports say President Obama plans to name Central Intelligence Agency Director Leon Panetta as the next defense secretary. The reports say Mr. Obama will name Army General David Petraeus as the next CIA director. The general is now the head of military operations in Afghanistan. Diplomat Ryan Crocker is expected to be named the next American embassador to Afghanistan. President Obama is expected to announce the nominations Thursday. They will then need to be confirmed by the U.S. Senate.

United States central bank policymakers say the American economy is growing at a moderate rate. They say this will permit them to end an economic assistance program in June as planned. The Federal Reserve's policy committee on Wednesday left its main interest rate on changed from where it has been since March of 2009. The committee promised to keep the interest rate low for what it called an "extended period".

The world's leading cellular telephone maker said Wednesday it plans to cut 7,000 jobs internationally. The Nokia company said it will dismiss 4,000 workers. Three thousand other workers at Nokia's operations in Finland, China, India, Britain and the United States are to be transformed to the services company Accenture. Nokia seeks to cut 21600.5 billion in operating costs by 2013.

And now briefly, here again is the major news of the hour.

At least 13 people have been killed in Yemen in clashes between security forces and protesters. At least 228 members of Syria's ruling Baath Party have resigned in protest of President Bashar al-Assad's violent campaign against pro-democracy demonstrators. And the opposing Palestinian groups Fatah and Hamas have reached an early agreement on reuniting.

That's the news in VOA Special English from Washington.
