The United States has placed restrictions against Syrian President Bashar al-Assad for human rights abuses against government protesters. The Treasury Department says it has barred the president and six other Syrian officials from using any money kept in the United States or its territories. The measures generally ban American citizens and companies from doing business with them. The Treasury Department official said the measures aimed to show Mr. Assad and other Syrian leaders, that they will be punished for any violence and repression for which they are responsible. The official said Mr. Assad has a choice of leading the country to democracy or leaving the country. In Syria, Mr. Assad admitted to state media that his forces had made mistakes in the violent campaign against protesters.

Afghan officials say at least 12 people have been killed in violent protests against a deadly NATO raid in northern Afghanistan. More than 80 others were injured. More than 2,000 demonstrators clashed with police Wednesday in Taloqan, the capital of Takhar province. The protesters denounced the United States and the Afghan government. They carried the bodies of those killed in the NATO raid. Afghan officials say four civilians were killed during the nighttime NATO operation in Taloqan. But NATO forces say those killed were militants who tried to fire on them. NATO said it was targeting a member of the Islamic Movement of Uzbekistan. Separately, a suicide bomber in Jalalabad crashed his car into a police bus Wednesday. At least 12 people were killed, and 20 others wounded.

American Defense Secretary Robert Gates says there is no evidence that Pakistan's top leaders knew where Osama bin Laden was hiding. But he said he still believes someone in Pakistan knew where the al-Qaida leader was hiding. Secretary Gates spoke to reporters Wednesday near Washington. He said Pakistan has suffered enough after having American forces carry out a raid on its territory and killing the al-Qaida leader. Some members of Congress want the Obama Administration to investigate Pakistan's desire to fight terrorists before it agrees to provide the country with more aid. Mr. Gates says he understands the concerns of lawmakers, but does not think American aid to Pakistan should end.

President Obama is to speak Thursday about political changes in the Middle East and North Africa. The Obama Administration says he looks forward to discussing the possibility of working to strengthen American values and security in the area. A spokesman said the president considers the situation in the Middle East and North Africa as a real moment for opportunity for America and for Americans. He also said the fight against al-Qaida continues after the death of Osama bin Laden.

A top Chinese military officer says China never plans to challenge the United States military. General Chen Bingde is the chief of staff of China's People's Liberation Army. He spoke to American military officers in Washington Wednesday. He said China does not have the ability to compete against the United States. Later, General Chen spoke to reporters at the Defense Department. He said American weapon sales to Taiwan would affect relations between China and the United States. He said the American law requiring weapon sales to Taiwan interferes in China's national policy.

Russian President Dmitry Medvedev says he disagrees with Prime Minister Vladimir Putin about the speed of modernization efforts in the country. The president said he and Mr. Putin agree on many goals and policies, but there are some differences. Mr. Medvedev said he believes modernization should take place at a faster rate. He said Mr. Putin supports a slower process. The president spoke to reporters at a technology center near Moscow. He also spoke about foreign policy. He said American plans to create a missile defense program for Europe would cause Russia to take what he called "retaliatory measures". He said the missile defense system is a threat to Russian security.

Officials in Guatemala say they have arrested a man suspected of being the local leader of the Mexican drug group Zetas. Hugo Alvarez Gomez Vasquez is believed to be linked to the recent killing of nearly 30 farmworkers in Guatemala near the Mexican border. He was arrested Tuesday, several days after the bodies were discovered on a farm in Peten province. Officials blamed the Zetas drug group for the murders. The government of Guatemalan President Alvaro Colom has declared emergency conditions in Peten province. Last year, an American State Department report said some areas of Guatemala are almost completely under the control of the Zetas group.
