It is 1:30 universal time, here is the news in Special English.

The United States House of Representatives has passed a measure to cut spending and raise the United States debt limit. The measure is a compromise among Democratic and Republican lawmakers and the Obama administration. It permits the debt ceiling to rise by 2.4 trillion dollars. It also cuts 900 billion dollars in spending over ten years. And the proposal would set up a new congressional committee to find ways to reduce the deficit, an additional 1.5 trillion dollars. If the committee fails, cuts will be made to programs already identified in the measure. The Senate expects to vote on the measure Tuesday. Both Democratic and Republican party leaders say they believe the bill will pass.

Syrian forces have attacked civilian areas in the central city of Hama for a second day. Reports say intense shelling of the city began again Monday night. Troops reportedly are shooting at people on their way to mosques for nighttime prayers. It is the first day of the Islamic holy month of Ramadan. Hama has been a center of anti-government demonstrations. Attacks also reported in the eastern Syrian city of Deir el-Zour. Gunmen on top of buildings are shooting at people in the streets. Syrian rights groups say at least 80 people were killed in the attacks in Syria on Sunday. The United Nations Security Council is meeting to discuss the Syrian military actions.

Pakistan has called on the United States to agree on what it calls "clear terms of engagement" in the fight against Islamist militants. President Asif Ali Zardari met in Islamabad with Marc Grossman, the United States special representative to Pakistan and Afghanistan. Mr Zardari said the terms should be clearly defined, so that any dispute could be settled through available government agencies. The two officials also talked about the situation in Afghanistan. Mr Zardari said a peaceful and secure Afghanistan is in Pakistan's interests. Tensions between the United States and Pakistan rose after American special forces carried out a secret raid. The raid on May 2 killed al-Qaeda leader, Osama bin Laden.

Argentine officials have arrested a suspect in connection with the shooting deaths of two French women in northern Salta province. News reports identified the suspect as 43-year-old Francisco Ariel Tejada. 23-year-old Moumni Houria and 29-year-old Cassandre Bouvier were were last seeing alive July 16. Their bodies were found three days ago. The two had been on vacation in Argentina. French embassy officials have been meeting with Argentine officials who are investigating the crime.

The mayor of Buenos Aires, Argentina, has been reelected. Mauricio Macri defeated Senator Daniel Filmus in a second and final election. Almost complete voting shows that Mr Macir has 64 percent of the vote. Mr Filmus received 36 percent. Argentine President Cristina Fernandez de Kirchner has supported Mr Filmus. The election was widely seeing as a test of her popularity.

South Korea's central bank says it has bought gold for the first time in more than 13 years. The Bank of Korea says it bought 25 tonnes of gold from the world market between June and July. That reportedly raises its total gold reserves to almost 34.5 tonnes. The last time Korea bought gold was in 1998 during the Asian financial crisis. Bank of Korea officials say they are trying to broaden their reserves away from the American dollar.

A United Nations human rights committee says China is violating international law by detaining dissident Liu Xiaobo and his wife. In 2009, China sentenced the Nobel Peace Prize winner to 11 years in prison. He had been found guilty of subversion for calling for political reforms and greater human rights in China. Last year Chinese officials restricted his wife, Liu Xia to her home. The UN committee says China has not given a good reason for what it calls interference with Liu Xiaobo's political free speech. And it says Liu Xia has the right to seek a lawyer's help and appear before a judge. The UN experts say China should immediately release the couple.

North Korean officials say China and its Red Cross Society have offered to send emergency aid to North Korea. The country has suffered severe flooding from heavy rains in recent weeks. North Korean official media say the aid would provide great hope to people in their recovery efforts. More than 50 people have been killed, injured or disappeared in the floods and resulting landslides. North Korean officials also say almost 3000 houses were destroyed.

Turkish Prime Minister Recep Tayyip Erdogan has opened a four-day meeting to consider military appointments. Last week, the country's top four military commanders resigned. They were protesting the arrest and trials of hundreds of military officers in recent years. The arrests were connected to reported overthrow plots. Mr Erdogan and the Supreme Military Council are meeting in Ankara.

The Italian coast guard on Monday found 25 bodies on a boat leaving Libya. The boat was crossing the Mediterranean Sea to the Italian island of Lampedusa. Survivors told officials that the boat was overcrowded with almost 300 people. It left Libya three days ago. A call for help came when the boat was 56 kilometers from Lampedusa. The bodies of 25 young men were found in the engine room of the boat. Officials are working to identify the cause of their death.
