It is 00:30 universal time, now here is the news in VOA Special English. I'm Christopher Cruise reporting live from the VOA News Center in Washington.

The leading measure of major American stocks recovered Friday from a sharp sell-off on Thursday. The Dow Jones Industrial Average rose 61 points, or about one-half of one percent.(0.5%) The other major measures of stock prices, the Nasdaq and S&P 500, closed lower on Friday. Leading measures of Asian stock prices dropped sharply Friday, and European stock markets also suffered losses.

Italy says it will have enough money to balance its budget by 2013, a year earlier than planned. Italian Prime Minister Silvio Berlusconi spoke to reporters Friday night. He said the government would also seek to win approval for an amendment to the constitution. The amendment would require the government to balance its budget every year. The announcement came at the end of a week in which the interest rates on Italy's debts jumped. This increased investor concerns that Italy could be forced to ask for international help to deal with its rising debt levels.

Syrian security forces have expanded their campaign against opponents of the government. Witnesses and activists say security forces used live ammunition against protesters. They said at least 15 people were killed, most of the deaths reportedly were in and around Damascus. Government opponents also demonstrated in other Syrian cities including Homs and Dara'a. The demonstrations took place on the first Friday of the Muslim holy month of Ramadan. Syrian state-operated media say the government is working to reestablish security in Homs. They reported that "armed terrorist groups" had earlier carried out acts that included killings and sabotage.

Italy wants the North Atlantic Treaty Organization to investigate whether an alliance warship ignored a call for help from a boat carrying refugees from Libya. Foreign Minister Franco Frattini said Italy also wants NATO to require alliance forces to rescue and protect people fleeing the Libyan conflict by sea. On Thursday, Italian ships rescued about 370 people from a boat in the Mediterranean Sea. Aid groups say the refugees reported that many people died from exhaustion and a lack of water during the six days in which the boat was at sea. Reports from Italy say a NATO warship just 50 kilometers away was told of the situation earlier this week, and reportedly refused to rescue the people on the boat. NATO says it was only told about the ship by the Italian government on Thursday.

Witnesses at a refugee camp in the Somali capital, Mogadishu, say seven people were killed in violence on Friday. Police say the violence started when men dressed as government troops began stealing food at the Badbaado refugee camp. Witnesses say pro-government forces guarding the food opened fire on the men. The men returned fire. Reports say some refugees who were waiting to receive food were shot. The United Nations says at least 100,000 Somalis have traveled to Mogadishu recently in search of food and water. The UN says lack of rain has left more than 12 million people across the Horn of Africa in need of food aid. The agency has declared a famine in five areas of southern Somalia. It predicts that famine conditions will spread to other areas and could last until December.

An anti-NATO demonstration in southern Afghanistan became violent Friday, four people were shot to death in Zabul province. Afghan police say they were forced to fire toward the crowd after rebels joined the demonstration and killed a police officer. Officials said three civilians were killed when the police answered gunfire. More than 100 angry people were demonstrating in the town of Qalat to protest an overnight NATO operation that killed three suspected rebels. Afghans have long criticised NATO for using nighttime raids to attack militants.

A federal jury in the United States has ruled against four police officers from New Orleans, Louisiana. The four were found guilty of involvement in the shooting deaths of two civilians after Hurricane Katrina in 2005. Four civilians were wounded in the shooting. A fifth officer was found guilty of helping to keep the incident to secret. The officers could be sent to prison for life when the are sentenced in December.

And finally of this hour, the American space agency NASA says liquid salt water might be flowing on the the surface of Mars during the planet's warmest months. Space agency scientists described images from a Mars satellite. The images are said to show long dark deposits dropping hundreds of meters down the walls of a 300-kilometer wide crater or a hole. American scientists say the dark areas maybe a sing of liquid salt water on Mars.
