It is 00:30 universal time, and here is the news in Special English.

Opposition forces in Libya say they control more than 90 percent of the country. It is still not clear where Moammar Gadhafi is. However, United States officials say they believe he is still in Libya. The opposition has offered more than 1,600,000 dollars for his capture. The head of the Transitional National Council said his group supports a decision by local businessmen to provide the money in an effort to speed up the capture. Mustafa Abdel Jalil says his group wants Mr. Gadhafi to face charges in Libya, not at the International Criminal Court in the Hague. Earlier Wednesday, government forces fired onto the former headquarters of Mr. Gadhafi, which is now controlled by rebel fighters. Heavy fighting also continued near Tripoli's airport and in a town of Zuara.

The European Union on Wednesday expanded restrictions on Syria. The restrictions are aimed at Iran's Revolutionary Guard for its efforts in helping Syrian security forces defeat the five-month uprising against President Bashar al-Assad. An EU statement said the Quds Force within Iran's Revolutionary Guard has provided equipment and other support to Syrian forces. Other EU restrictions target several Syrian military commanders, a former defense minister and a special representative for President Assad. Earlier, Syrian security forces continued raiding towns and villages throughout the nation and arrested suspected government opponents. Human rights groups said security forces used tanks in some of the raids.

A Russian official says North Korean leader Kim Jong Il is ready to temporarily halt his nation's nuclear weapons program if international talks on the program restart. Natalya Timakova said Mr. Kim made the offer during a meeting with President Dmitry Medvedev Wednesday at a military base in Siberia. Ms. Timakova is a spokeswoman for Mr. Medvedev. She said the North Korean leader offered to return to the six-nation talks without conditions. The United States described the reported offer as a welcome first step, but said the offer was not enough to restart talks.

United Nations officials say special representative Tomas Quintana spoke with political prisoners at Burma's Insein Prison on Wednesday. A U.N. spokesman told VOA's Burmese service that Mr. Quintana was permitted to speak to all the political prisoners he asked for by name. Aye Win said the diplomat also visited the hospital and another building at the prison. Insein is believed to hold many of Burma's more than 2000 political prisoners. Later Wednesday, Mr. Quintana met privately with pro-democracy leader Aung San Suu Kyi. He described the meeting as very productive.

Reports from the Bahamas say Hurricane Irene has caused some damage as the powerful storm moves across the island chain. Officials said Wednesday there have so far been no reports of injuries or deaths. America's National Hurricane Center reports that Irene's winds have increased to 195 kilometers an hour. The storm is predicted to gain strength by Thursday. An official at the Hurricane Center says heavy winds could hit the American state of North Carolina as early as Saturday morning. People are already being moved to safety in parts of the state.

A strong earthquake has hit northern Peru, with reports of shaking felt more than 500 kilometers away in the capital, Lima. The United States Geological Survey says the earthquake measured 7.0. It had earlier stated that the earthquake measured 6.8. Scientists say the quake was centered north of Pucallpa, a city near the border with Brazil. The earthquake was measured at a depth of 145 kilometers. There were no immediate reports of injuries or damage.

Protesters have blocked streets and burned tires in Chile's capital, Santiago. The actions were part of a two-day demonstration to push for educational reform. Police and protesters clashed Wednesday, as the government tried to break up demonstrations in some parts of the city. Reports say business and public transportation in most areas were not interrupted. The strike was called by Chile's main labor union, in support of students who have been protesting for weeks for education reform and changes to financial support for education. Strike organizers have also called for tax reform and constitutional change.

The price of gold fell more than 2311000 an ounce Wednesday. On Tuesday, gold reached its highest level yet 23110,900 per ounce. The price dropped more than 5 percent Wednesday to just over 23110,761 an ounce in trading in New York city. The price drop came after several economic reports including one that showed gains in manufacturing in the United States.

Finally this news, scientists say the discovery of what is believed to be the oldest evidence of life on Earth could help in the search for life on other planets. The ancient remains of sulfur-eating bacteria were found in a 3.4 billion-year-old rock in western Australia. Earth atmosphere then contained methane and sulfur from volcanic explosions. It contained almost no oxygen, similar to conditions on the other planets. Many scientists believe Mars, Saturn's moon Titan and Jupiter's moon Europa are the best candidates in the Solar System for finding evidence of microbial life.
