It is 00:30 universal time, here is the news in Special English.

The wife of Moammar Gadhafi and three of his children entered Algeria early Monday. The Algerian Foreign Ministry said Mr. Gadhafi's wife Safiya, daughter Aisha, and two of his sons, Mohammad and Hannibal, had all entered Algeria by car. The foreign ministry reported that other family members had also arrived. Libyan rebel leaders say they would demand that Algerian officials return them all to Libya. It is not known where Mr. Gadhafi is. Opposition forces continued to search for him. Unconfirmed reports say he is in an area south of Tripoli. Mr. Gadhafi has not been seen since rebel fighters seized the capital last week.

Syrian rights activists say government security forces have killed six people in new attacks on protesters. Troops have surrounded the central town of Rastan, the site of many protests against President Bashar al-Assad. The Syrian observatory for human rights said the worst violence was in Sarameen, in the northern province of Idlib. There were also security forces in Qara and the village of Heet, near the border with Lebanon.

Officials say severe flooding has affected parts of the northeastern United States. The floods come one day after Hurricane Irene moved through the area. Flooding has reached record levels in the states of Vermont and New York. Vermont had its worst flooding in 100 years. Many homes and businesses in the eastern United States are still without electricity because of Irene. The storm has been blamed for more than 30 deaths in 10 states. One company estimates all the damage will cost about 7 billion dollars.

President Obama has named a labor economist as an aide. Alan Krueger is a professor at Princeton University. He will be the chairman of the White House Council of Economic Advisers. The president said Mr. Krueger would help create new policies meant to increase economic growth. In the past, Mr. Krueger had said companies that employ more workers should pay less in taxes. He also had said that increased spending on public works projects would help the American economy. The economy has slowed in recent months. The country's unemployment rate has been at 9 percent or higher for more than two years. About 14 million workers still can not find a job.

Yemeni officials say 10 soldiers were killed in clashes with al-Qaida militants in the southern part of the country. People close to the militants say 26 of the fighters were killed. The officials said the fighting happened Sunday and Monday as government troops moved toward Zinjibar, the capital of Abyan province. Militants in Abyan have captured Zinjibar and other areas including the town of Jaar. Yemeni security forces and al-Qaida fighters often clash in the area.

Serbian President Boris Tadic says he will not recognize Kosovo's independence. He spoke Monday after meeting with Czech President Vaclav Klaus in Prague. Mr. Tadic said he would accept an European Union Rule of Law police force in Kosovo, but he refused to consider independence for the former Serbian province. Last week, Mr. Tadic met with German Chancellor Angela Merkel. They agreed that Serbia should permit the force in all of Kosovo. Ms. Merkel suggested that Serbian membership in the European Union would depend on the progress of its negotiations with Kosovo. But Mr. Tadic said Serbia would not change its policy on Kosovo even if it hurts Serbia's chances of joining the EU.

A landslide in Uganda has killed at least 29 people. The Red Cross said the landslide happened after heavy rains fell in an area about 230 kilometers northeast of the capital, Kampala. Earlier this month, a landslide killed at least seven people in a village in northeastern Uganda. And last year, landslides killed more than 300 people in the Bududa district of eastern Uganda.

Doctors in India say anti-corruption activist Anna Hazare is making a good recovery after he started eating again. Mr. Hazare had refused food for 13 days to protest corruption in India. The 74-year-old activist drank only water during the hunger strike. Doctors said Monday his condition has improved "30 percent" and that he would soon be put on a fruit diet. Mr. Hazare ended his protest Sunday when parliament agreed to discuss three of his demands for stronger laws against corruption. His supporters want an independent group with powers to investigate corruption at every level of government, including the prime minister.

The ruling party of Japan has elected finance minister Yoshihiko Noda as its new leader. Parliament is expected to elect him prime minister on Tuesday. He would become Japan's sixth prime minister in the last five years. Mr. Noda has already said the challenges for Japan now include the economy and cleaning up the Fukushima nuclear disasters.

The United Nations Food and Agriculture Organization is warning about a new version of the deadly H5N1 bird flu virus. The FAO says this new virus is now spreading in China and Vietnam. Current medicines and treatment are said to have no effect on the disease. The UN agency also said the virus is threatening Cambodia, Thailand, Malaysia, Korea and Japan. At least eight people have died from the virus this year. More than 330 have died from bird flu since 2003.
