A Bangladeshi man arrested on suspicion of plotting to blow up the Federal Reserve Building in New York City has appeared in Federal Court. Quazi Mohamed Rezwanul Ahsan Nafis has been ordered held in jail until his trial. Federal Authorities arrested the 21-year-old man in Manhattan Wednesday. He is suspected of planning to explode a vehicle in a suicide attack. Officials say he was arrested in a special operation. No other suspects are believed to be involved. Officials say the man traveled to the United States in January. They say he was closely watched and there was never any danger to the public.

President Obama and Republican candidate Mitt Romney are again campaigning after Tuesday’s presidential debate. Mr. Obama urged supporters in Iowa on Wednesday to vote for him for a second term. He said he wants to finish the progress he has made on economic issues. Mr. Romney told supporters in Virginia that Mr. Obama does not have a plan for a second term. He said the president has no jobs plan and that middle income American families face a $4,000-a-year tax increase if Mr. Obama is reelected. Voter opinion studies by several news organizations including CNN showed that Mr. Obama won Tuesday’s debate. Mr. Romney won the first debate earlier this month.

United States health officials say four more people have died from a rare form of meningitis. That brings the number of deaths in the outbreak to 19. There are at least 245 confirmed cases in 15 states. Thousands of others may also be infected. Nearly all the victims were injected with an infected steroid. The steroid was made by the now closed New England Compounding Center in the state of Massachusetts. Agents raided the company’s offices on Tuesday. The raid was part of a federal investigation.

Russian officials say they have launched a criminal case against opposition leader Sergei Udaltsov. They are accusing him of planning to incite riots. Russia’s Investigative Committee announced that the criminal investigation was launched after a pro-government television station broadcast a documentary. The program appeared to show Mr. Udaltsov working with Georgian officials to oust the Russian government. The committee said the documentary was examined and no evidence of fakery or dishonesty was found. Mr. Udaltsov has been a leader of recent anti-government protests. But he denies he ever plotted violence. Reports said security officers were searching his home in Moscow on Wednesday.

Spanish police say they have broken up a major Chinese criminal operation that illegally shipped Chinese products to Spain for distribution throughout Europe. Spanish Police Chief Ignacio Cosido said Wednesday officials detained 83 suspected members of the crime group in raids across the country. The suspects include 58 Chinese nationals, 17 Spaniards and eight other foreign nationals. At least ten of the detainees were taken to a court in Madrid Wednesday to face charges. The Spanish police chief said officials believe the crime group brought cheap Chinese goods into Spain avoiding taxes and illegally sending some of the money back to China. Chinese Foreign Ministry said Wednesday that it is trying to find out more about the case.

China’s economy is slowing. On Wednesday, Chinese Premier Wen Jiabao described his nation’s economic growth as relatively good in the past three months. China now expects to reach its goal of 7.5% growth this year. But growth in the world’s second largest economy has been slowing over the past 18 months. China’s economy grew at a yearly rate of 7.6% in the period from April to June. That is China’s lowest growth rate in more than three years. China is said to release economic information for the period from July to September on Thursday.

The United Nations and Arab League Special Representative to Syria has met with Lebanon’s top leaders. Lakhdar Brahimi is seeking a peaceful end to the now 19-month long Syrian conflict. He spoke Wednesday after meeting with Lebanese President Michelle Suleiman, Prime Minister Najib Mikati and the country’s parliament speaker. He said Syria’s civil war could spread across the Middle East and become what he called an all consuming conflict unless the violence is contained. Mr. Brahimi called on the Syrian government to take the lead in organizing a ceasefire during the Muslim holiday of Eid al-Adha which begins next week. He said the Syrian opposition has told him it would honor the truce if the government takes the first step.

Human Rights Watch says it has new evidence that forces opposed to Muammar Kaddafi beat and executed some of his supporters after his capture and death last year. The former Libyan leader was killed in October of last year after an air strike hit the vehicles he and his supporters were using to flee the city of Serte. A short time later, militia members attacked and killed the former leader. Human Rights Watch said militias beat those fleeing with Muammar Kaddafi and executed 66 of them at a hotel. It said a video shows a large group of detainees being abused. Human Rights Watch said it used the video and pictures taken at a hospital mourn to link at least 17 detainees to the bodies found at the hotel.
